Legal framework and timeline

Law NN 14/2019 mandates CEZIH integration. Regulation NN 150/2024 specifies technical requirements. Fines: up to €13,200 per violation for legal entities (Art. 35), up to €4,000 for responsible persons (Art. 37).

Is there CEZIH software for dentists?

What is CEZIH and how does it work?
CEZIH (Central Health Information System of Croatia) is the national system for health data exchange. The Law on Data and Information in Healthcare (NN 14/2019, Art. 28) mandates all healthcare institutions — practices, polyclinics and hospitals — to connect. Regulation NN 150/2024 defines technical requirements. The deadline passed on 1 May 2026; fines now apply.
What are the legal requirements for CEZIH integration?
Law NN 14/2019 in Articles 35-37 prescribes fines: up to €13,200 for legal entities per violation and up to €4,000 for responsible persons. The Ministry of Health set 1 May 2026 as the deadline for all private healthcare institutions — that deadline has now passed and the penalty regime is active.
Do I need an AKD card?
Yes. The AKD card is mandatory for CEZIH access — you cannot connect without it. For signing documents (e-Findings, e-Prescriptions, e-Referrals), you can use the same AKD card with a USB reader or a Certilia mobile certificate on your phone. Our local agent reads the card from your computer and handles everything automatically.
How does the local agent work?
The local agent is a small desktop application installed on the computer with the smart card reader. It reads the AKD card, establishes a VPN connection and forwards SOAP requests to CEZIH. Your cloud system communicates with the agent — no complex network configuration needed.
What do I need to prepare before getting started?
Four things: (1) your institution code — issued by HZZO, all registered institutions have one, (2) healthcare worker code — a 7-digit number from HZJZ, (3) physician MBO number — a 9-digit number every doctor knows, and (4) an AKD card with a USB reader for CEZIH access. For document signing, you can use the same card or a Certilia mobile certificate. We help you through the entire activation process.
Which specialties is the system designed for?
All of them. One system for every private healthcare institution — from dentistry to physical therapy, dermatology, gynecology, ophthalmology, and general medicine. Each practice customizes its own procedure catalog, record types, and appointment settings. No specialty restrictions.

Basic setup takes 1-2 business days. With data migration and staff training, complete onboarding typically takes 5-10 business days depending on institution size.
Is the system GDPR compliant?
Absolutely. The system is designed with GDPR from the ground up: data encryption, access control, audit trails, right to erasure and data export. Data is stored in EU data centers.
What happens after the free trial?
